Citizens express concerns over untraceable dossiers dating back before 1994

Some local residents in different parts of the say it becomes very difficult for them to access certain services when certain things like Marriage Certificates and other records from before 1994 cannot be recovered. 

Some of those faced with such problems say recovering those very important documents is virtually impossible now.

With such problems now prevalent, there have been calls things to be made easier for people with such issues.

Thee 1994 Genocide against the Tutsi saw so much widespread destruction, many official Archive Documents simply ceased to exist and when the restructure of Districts, Provinces and other levels of administration were implemented as part of the Decentralization Policy, other documents were either moved or lost in the process as Communes and Prefectures were replaced.

Technology and Digital Storage Facilities now in use look to ensure that such problems do not arise again in the future.

Officials in the Ministry of Local Government are saying the matter is being looked into.

Samuel Dusengiyumva, Permanent Secretary in the Ministry of Local Government said; "We are following up on that problem so that we can come up with a solution. In such cases, the law requires that people go to Court for the matter to be resolved, when important documents like that are missing, things like Marriage Certificates and so on. We are looking for ways to talk to Officials in the Ministry of Justice, and other Institutions to find a lasting solution, especially for people who were married during mass weddings. Similar issues were encountered for the late registration of toddlers who did not have birth certificates and they were resolved, so we are looking into this matter as well. We cannot specify a specific timeline for when a resolution will be reached, but we are working as quickly as we can and a solution will be found,"
